QUALIFICATION CRETERIA
Qualifying Criteria for this bid shall be as mentioned as under herein and shall prevail over other conditions
of GeM bid document, in case of any conflict or inconsistency.
The bidders must fulfill the following minimum Qualifying Criteria: -
1) Each bidder must also produce with their Bid – PAN, Goods & Services Tax Identification No. (GSTIN), EPF
Registration No. & ESIC Registration
Registration with EPF authorities is mandatory irrespective of number of employees. In case of non-submission
of EPF registration certificate, the bid shall be considered as non-responsive and shall liable to be rejected.
2) Prior Experience:
The Bidder should have experience of having successfully completed “similar works” during last 7 years prior to
the last day of month previous to the one in which tenders are invited (i.e., 31.12.2024) should be either of
following:
a) Three (03) similar completed works each costing not less than Rs. 1.24 Cr
OR
b) Two (02) similar completed works each costing not less than Rs. 1.55 Cr
OR
c) One (01) similar completed work costing not less than Rs 2.48 Cr
Note:
(i) “Similar works” means: Annual Maintenance Contract (AMC) of Fire Fighting System/ Fire Alarm
System
Or
Supply, Installation, Testing and Commissioning of Fire Fighting System/ Fire Alarm system
Or
Operation and Maintenance of Fire Fighting System/ Fire Alarm System
Or
Fire Fighting Service contract in buildings/ industry
(ii) In case of Annual Maintenance Contract (AMC)/Service contract of firefighting/Fire Alarm system
system having longer contract period and if the bidder has completed One (01) year of service/contract
the same shall be considered completed and the value of completed work only shall be considered for
eligibility. This condition will be applicable only for AMC/services which are not completed.
In support of above, the bidders shall submit the following documents to establish the
successful completion of the awarded works:
(i) The bidder shall submit Supply Order / Work Order /Letter of Award.
(ii) The bidder shall submit copy of successful completion certificate(s)/ successful
installation certificate signed/issued by purchaser/owner/employer to establish the
successful completion of the awarded works.
(iii) In case Purchaser/ Owner issuing experience, certificate is non-government entity, the
bidders shall also submit copy of TDS certificate for corresponding value of Supply
Orders/ Work Orders issued by the Purchaser/ Owner/ Client.
In case, TDS is not applicable, bidder shall submit Taxable Invoice along with bank statement showing
transaction details for corresponding value of Supply Orders/ Work order.

3) Bidder Turnover Criteria:
The minimum average annual financial turnover of the bidder during the last three
years, ending on 31st March of the previous financial year, should be Rs.1.55 Cr as
indicated in the bid document.
Documentary evidence in the form of certified Audited Balance Sheets of relevant
periods or a certificate from the Chartered Accountant / Cost Accountant indicating
the turnover details for the relevant period shall be uploaded with the bid. In case the
date of constitution / incorporation of the bidder is less than 3- year-old, the average
turnover in respect of the completed financial years after the date of constitution shall
be taken into account for this criterion. The certificates/financial documents certified
by Chartered Accountant should contain UDIN no.
4) Since the work is service related to life of Human, no relaxation in Qualification
Requirements (Prior Experience and Prior Turnover criteria) as mentioned above
shall be given to Micro & Small Enterprises (MSEs) and Start-up firms. However,
relaxation in Earnest Money (EMD) and purchase preference shall be allowed as per
provision of GeM portal.
5) The bid is reserve for Class-I Supplier under Make -in-India (MII)
