Appendix-A<br />QUALIFICATION CRETERIA<br />Qualifying Criteria for this bid shall be as mentioned as under herein and shall prevail over other conditions<br />of GeM bid document, in case of any conflict or inconsistency.<br />The bidders must fulfill the following minimum Qualifying Criteria: -<br />1) Each bidder must also produce with their Bid – PAN, Goods & Services Tax Identification No. (GSTIN), EPF<br />Registration No. & ESIC Registration<br />Registration with EPF authorities is mandatory irrespective of number of employees. In case of non-submission<br />of EPF registration certificate, the bid shall be considered as non-responsive and shall liable to be rejected.<br />2) Prior Experience:<br />The Bidder should have experience of having successfully completed “similar works” during last 7 years prior to<br />the last day of month previous to the one in which tenders are invited (i.e., 31.12.2024) should be either of<br />following:<br />a) Three (03) similar completed works each costing not less than Rs. 1.24 Cr<br />OR<br />b) Two (02) similar completed works each costing not less than Rs. 1.55 Cr<br />OR<br />c) One (01) similar completed work costing not less than Rs 2.48 Cr<br />Note:<br />(i) “Similar works” means: Annual Maintenance Contract (AMC) of Fire Fighting System/ Fire Alarm<br />System<br />Or<br />Supply, Installation, Testing and Commissioning of Fire Fighting System/ Fire Alarm system<br />Or<br />Operation and Maintenance of Fire Fighting System/ Fire Alarm System<br />Or<br />Fire Fighting Service contract in buildings/ industry<br />(ii) In case of Annual Maintenance Contract (AMC)/Service contract of firefighting/Fire Alarm system<br />system having longer contract period and if the bidder has completed One (01) year of service/contract<br />the same shall be considered completed and the value of completed work only shall be considered for<br />eligibility. This condition will be applicable only for AMC/services which are not completed.<br />In support of above, the bidders shall submit the following documents to establish the<br />successful completion of the awarded works:<br />(i) The bidder shall submit Supply Order / Work Order /Letter of Award.<br />(ii) The bidder shall submit copy of successful completion certificate(s)/ successful<br />installation certificate signed/issued by purchaser/owner/employer to establish the<br />successful completion of the awarded works.<br />(iii) In case Purchaser/ Owner issuing experience, certificate is non-government entity, the<br />bidders shall also submit copy of TDS certificate for corresponding value of Supply<br />Orders/ Work Orders issued by the Purchaser/ Owner/ Client.<br />In case, TDS is not applicable, bidder shall submit Taxable Invoice along with bank statement showing<br />transaction details for corresponding value of Supply Orders/ Work order.<br />2<br />3) Bidder Turnover Criteria:<br />The minimum average annual financial turnover of the bidder during the last three<br />years, ending on 31st March of the previous financial year, should be Rs.1.55 Cr as<br />indicated in the bid document.<br />Documentary evidence in the form of certified Audited Balance Sheets of relevant<br />periods or a certificate from the Chartered Accountant / Cost Accountant indicating<br />the turnover details for the relevant period shall be uploaded with the bid. In case the<br />date of constitution / incorporation of the bidder is less than 3- year-old, the average<br />turnover in respect of the completed financial years after the date of constitution shall<br />be taken into account for this criterion. The certificates/financial documents certified<br />by Chartered Accountant should contain UDIN no.<br />4) Since the work is service related to life of Human, no relaxation in Qualification<br />Requirements (Prior Experience and Prior Turnover criteria) as mentioned above<br />shall be given to Micro & Small Enterprises (MSEs) and Start-up firms. However,<br />relaxation in Earnest Money (EMD) and purchase preference shall be allowed as per<br />provision of GeM portal.<br />5) The bid is reserve for Class-I Supplier under Make -in-India (MII)
