Online “Item Rate” bids are invited through Domestic Competitive Bidding in Single Stage –Two Part Bidding Basis {i.e. Part-I (Cover-I): Technical- Bid and Part-II (Cover-II): Financial Bid} for and on behalf of NHPC Ltd. (A Govt. of India Enterprise) from eligible Sole Bidders for “Empanelment of Transport Agencies for Hiring of Vehicles on rate contract basis at NHPC Office Complex, Sector-33, Faridabad for two years”
Note: In case the last date of online bid submission and due date of opening of bids is auto-extended on CPP portal, the last date of submission of offline at 1.2(vi) above shall be same day as extended due date of opening of bids and time shall be 15.00 Hrs. (Saturday & Sunday are non-working days in Corporate Office, NHPC Limited, Faridabad).
All Applicants shall enter into an Integrity Pact (to be executed on plain paper) with the Employer at the time of submission of their Bids. The Integrity Pact digitally signed on behalf of the Employer is provided as Form-7 Section-III. The Integrity Pact shall be downloaded, printed and signed by the Applicant and the hard copy shall be submitted. The scanned copy shall be submitted online and hard copy off line.
Successful bidder shall submit duly executed Integrity pact on Non-Judicial Stamp paper of appropriate value prior to signing of Contract Agreement.
To oversee the compliance under the Integrity Pact, Sh. Vinod Aggarwal, IAS (Retd.) & Sh. Prabhash Singh, ITS (Retd.) has been appointed as an Independent External Monitor (IEM) by the Owner. The Contact Address of IEM is as under:-

- ELIGIBLE BIDDERS
- This Invitation for Bid is open to:
- The bidders who are incorporated legal entity (Company) / Firm / Agency/proprietor (except joint venture).
- All bidders meeting the Qualification criteria as defined in clause 3 of NIT.
- Bidders should not have been banned/ de-listed/ black listed/ debarred from business on the ground mentioned in para 6 of Guidelines on Banning of Business dealings (Annexure-A) to Integrity Pact. Self-Declaration in this regard is to be submitted as per the enclosed Performa. (Forms-6-, Section-III)
- The Bidders whose contract(s) have been terminated due to poor performance by employer, shall not be allowed to participate in the bidding process for next 5 years w.e.f the date of notification of termination.
- To improve transparency and fairness in the tendering process the Employer is implementing Integrity Pact.

- Bids of those bidders who have not submitted the requisite cost of bidding documents and EMD (as per Instruction to Bidders (ITB) clause No.-7 & 16) shall not be considered for evaluation except in case of exemption as per clause No-16.7 of ITB. Further those bidders who fail to declare Udyam Registration number on Central Public Procurement Portal (CPPP) shall not be able to avail the benefits available to MSEs as contained in Public Procurement Policy for MSEs Order, 2012 issued by the Ministry of Micro, Small and Medium Enterprises for tenders invited electronically through CPPP. Such bidders shall be treated as non-MSE bidders and bids of such Bidders shall be considered only if it is accompanied by Cost of Bidding Documents and EMD.
- QUALIFICATION OF THE BIDDER
- All bidders shall include the following information and documents with their bids in, Qualification Information unless otherwise stated in the ITB:
- Notarised copies of original documents defining the constitution or legal status, place of registration, and principal place of business; notarised power of attorney or authorisation letter of the signatory of the Bid to commit the Bidder. Additional information as sought in the Form-1 General Information, Section-III shall be provided;
- Work experience to demonstrate meeting the criteria stipulated in clause 3.2 A (b) shall be provided in Form -3 Work Experiences Record, Section-III. The work experience shown shall be supported by copy of Supply Orders / Work Orders/Letter of award with BOQ. The bidders shall also submit copy of the following documents to establish the successful completion/ongoing of the awarded works:
- Bidders shall submit copy of successful completion certificate issued by purchaser/owner.
- In case Purchaser/Owner issuing experience, certificate is non-government entity, the bidders shall also submit copy of TDS.
- Information on financial criteria stipulated in clause 3.2A (a) shall be furnished in Form -4, Annual turnover, Section-III. Copy of Printed Annual reports or financial statements of the Bidder, such as balance sheet, profit and loss statements
and auditor’s reportsas the case may be for the past three years (ending FY 2022-23) shall be submitted to ascertain bidder’s meeting the financial criteria. A certificate from Chartered Accountant/ Cost Accountant indicating the turnover details for the relevant period containing UDIN can also be submitted. - Valid Registration and insurance Certificate of Vehicles.
3.2 A. To qualify for award of the Contract, each bidder should have:
- The bidder must have an average annual turnover of Rs.35 lakh during the last 03 completed financial years.
- The bidder should have at least 03 years experience during previous 05 years in providing taxies on hire basis to public sector/private sector/Govt. sector companies for which bidder has to provide the certificate of satisfactory work execution. In cases where bidder is having 03 years experience in totality with more than one experiences, then each such experience should not be less than of 6 months in a Calendar Year with total experience of 36 months .
- The bidder should have at least 08 nos. commercial vehicles except H.M.V registered in his firms name/his name. The registration of vehicles should not be earlier than 2021. Bidder should submit registration certificate of vehicles and valid insurance.
3.2 B Each bidder must also produce with their Bid:
- PAN No., GST No.
- A declaration that the information furnished with the bid documents is correct in all respects in form-5, form of declaration, Section-III.
- Such other certificates if any as defined in the ITB.
3.2 D JVs or any other arrangement other than sole bidder is not allowed. Work experience of bidder as sub-contractor shall not be considered in qualification of its bid
3.3 Even though the bidders meet the above qualifying criteria, they are subject to be disqualified if they have:
- made misleading or false representations in the forms, statements, declarations and attachments submitted in proof of the qualification requirements; and/or
- Participated in the previous bidding for the same work and had quoted abnormally high or low bid prices and could not furnish rational justification for it to the Employer.
- Any corrigendum, subsequent amendments and / or extension of date, if any, for submission of Bids shall be posted on the portal http://eprocure.gov.in/eprocure/app. Bidder(s) are advised to visit the portal regularly before the deadline for submission of Bids.
- The details/ information regarding online tendering i.e. Registration on CPP portal, Preparation of Bid and Submission of bid are available in the tender document and as well as on CPP Portal under “Bidders Manual Kit”.
- The employer reserves the right to accept or reject any Bid and to cancel the Bidding process and reject all Bids, at any time prior to the award of Contract, without thereby incurring any liability to the affected Bidder or Bidder(s). However, the Bidder(s) who wish to seek reasons for such decision of cancellation/rejection shall be informed of the same by Employer unless its disclosure reasonably could be expected to affect the sovereignty and integrity of India, the security, strategic, scientific or economic interest of the state or lead to incitement of an offence.
