Any Bidder who wishes to quote for this Tender can download the Tender Document from aforesaid portal after online Bidder registration for e-tendering.      पात्र बिडर / Eligible Bidders 2.1  बीड के लिए यह आमंत्रण खुला है / This Invitation for Bid is open to: a) बिडर जो निगमित वैध इकाई हैं तथा कानूनी एवं वित्तीय रूप से स्वायत्त हैं और अपने क्षेत्राधिकार के वाणिज्यक कानूनों के तहत संचालित हैं।The bidders who are incorporated legal entity and are legally and financially autonomous and operate under commercial law of their respective jurisdiction. b) सभी बिडर क्लॉज़ 3 में वर्णित अर्हता मानदंडों को पूरा करते हों।All bidders meeting the Qualification criteria as defined in clause 3.c) उद्योग एवं आंतरिक व्यापार संवर्धन विभाग (डीपीआईआईटी), वाणिज्य एवं उद्योग मंत्रालय के P-45021/2/2017-PP (BE-II), दिनांक 16.09.2020 द्वारा जारी एवं समय-समय पर संशोधित सार्वजनिक खरीद (मेक इन इंडिया को प्राथमिकता) आदेश-2017 के तहत बिडर क्लास-I लोकल सप्लायर होगा। बिडर को संलग्न फॉर्मेट में लोकल कंटेन्ट संबंधी वचन-पत्र/स्व-प्रमाणपत्र प्रस्तुत करेगा। बिडर उन लोकेशन्स का विवरण भी देगा जहां लोकल वैल्यू एडीशन किया गया है।प्राइस बीड ओपनिंग के दिन लागू सार्वजनिक खरीद (मेक इन इंडिया को प्राथमिकता) नीति (अद्यतन सुधारों/संशोधनों) ही इस टेंडर के लिए लागू होगी।बिडर संबंधित मंत्रालय के वेबसाइट पर उपलब्ध सार्वजनिक खरीद (मेक इन इंडिया को प्राथमिकता) नीति को पढ़ लें।Bidder shall be Class-I Local Supplier under Public Procurement (Preference to Make in India), Order-2017 issued by the Department of Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry vide No. P-45021/2/2017-PP (BE-II) dated 16.09.2020 or as amended from time to time. Bidders shall submit undertaking/self-certificate regarding Local content in the format provided. Bidder shall also give details of the location(s) at which the local value addition is made.Public Procurement (Preferences to Make in India) Policy (including its latest modifications / amendments) as may be prevailing on the date of Price Bid Opening shall be applicable against this tender. Bidders are requested to go through the Public Procurement (Preferences to Make in India) policy available on concerned ministry website.d)  बिडर को व्यय विभाग, वित्त मंत्रालय द्वारा 23.07.2020 को जारी “सामान्य वित्तीय नियम (जीआरएफ)2017 के नियम 144(xi) के प्रतिबंधों” के प्रावधानों एवं अनुवर्त्ति संशोधनों का अनुपालन करना होगा।Bidder shall comply with the provisions of “Restrictions under Rule 144(xi) of the General financial Rules (GFRs) 2017” issued by Department of Expenditure, Ministry of Finance dated 23.07.2020 and subsequent amendments.2.2 बीड प्रस्तुत करते समय बिडर को इंटीग्रीटी पैक्ट के व्यापारिक लेनदेन पर रोक संबंधी दिशानिर्देशों के पैरा 6 में उल्लिखित आधार पर बिजनेस से बैन/डिलिस्ट/ब्लैकलिस्ट नहीं किया गया हो और यदि बीड प्रस्तुत करने के बाद ऐसा है तो टेंडर अवॉर्ड होने से पहले इसकी सुचाना देनी होगी। इस संबंध में संलग्न प्रोफॉर्मा (फॉर्म-6, सेक्शन-III) में स्वघोषणा देना होगा। Bidders shall not be under declaration of ineligibility for banning / delisting / blacklisting / debarment from business  on the ground mentioned in para 6 of Guidelines on Banning of Business dealings (Annexure-A) to Integrity Pact at the time of submitting the bid and shall intimate immediately of any such banning / delisting / blacklisting / debarring after submission of bid till award of tender. Self-Declaration in this regard is to be submitted as per the enclosed proforma (Forms-6-, Section-III).2.3 असंतोषजनक कार्यनिष्पादन के कारण नियोक्ता द्वारा पूर्व में जिन बिडर का कान्ट्रैक्ट खत्म किया गया हो उन्हें अपात्रता अवधि समाप्त होने के पहले बीड प्रक्रिया में भाग लेने की अनुमति नहीं होगी।The Bidders whose contract(s) have been terminated due to unsatisfactory performance by employer in past, shall not be allowed to participate in the bidding process till completion of the ineligibility period. .2.4 To improve transparency and fairness in the tendering process the Employer is implementing Integrity Pact.The Integrity Pact, signed by all the prospective Bidders and the Employer, shall commit the persons/officials of both the parties, not to exercise any corrupt/ fraudulent/collusive/coercive practices in the Tendering process and also during implementation of the Contract. Only those Bidders who have entered into Integrity Pact with the Employer shall be eligible to participate in the bidding process.All Applicants shall enter into an Integrity Pact (to be executed on plain paper) with the Employer at the time of submission of their Bids. The Integrity Pact digitally signed / signed on behalf of the Employer shall be as per Form-7 Section-III. The Integrity Pact shall be downloaded, printed and signed by the Applicant and to be submitted online.
