“Purchase of Transformer Oil Filtration Plant along with Transformer Oil Storage Tank for Rangit Power Station” 1.0 Brief Details of Tender: S. N. Item Description (i) Name of work Purchase of Transformer Oil Filtration Plant along with Transformer Oil Storage Tank for Rangit Power Station (ii) Mode of tendering e-procurement system (GeM Bidding via GeM Portal) (iii) Estimated cost Rs. 36,52,100/- (iv) EMD (Bid Security) Rs. 73,042/- in the form of Crossed Demand Draft/Bankers’ Cheque in favour of “NHPC Limited” payable at “SBI, Rangit Nagar (Branch Code-9808), Hingdam. or In the form of Bank Guarantee from a Nationalized or any Scheduled Bank of India in the prescribed proforma or in the form of Bank Guarantee issued by an Indian Nationalized Bank from any Scheduled Bank in India / Irrevocable Insurance Surety Bond valid for a period of 90 days beyond the validity period of the bid issued by any Indian Insurance Company registered under Insurance Act 1938 or as amended from time to time and approved by the Insurance Regulatory Development Authority of India (IRDAI) in the prescribed format (Form of Insurance Surety Bond) for EMD excess of Rs. 50,000/-. Bank guarantee shall be valid up to three months beyond the Bid validity period as per format appended as Annexure-C. Email : pnc-ramgit@nhpc.nic.in Note: The Terms & condition of contract attached herewith shall be read and construed along with the terms & conditions of GeM bid document and in case of any conflict or inconsistency between these special conditions of contract and Terms & Conditions of GeM Portal, provisions of below /attached mentioned conditions of contract herein shall prevail. 2.0 3.0 Eligibility Criteria for Bidders: Bids of those Bidders who have not submitted the requisite EMD/ valid exemption document as per GeM GTC shall not be considered for evaluation. The bidders must fulfill the following minimum Qualifying Criteria:- 3.1 Eligible Bidders: 1. TECHNICAL CRITERIA (i) The Bidder should be manufacturer of Transformer Oil Filtration Plant and Transformer Oil Storage Tank. Or Authorized dealer of a manufacturer of Transformer Oil Filtration Plant and Transformer Oil Storage Tank to quote on behalf of their manufacturer in case manufacturer does not quote directly, in such case, the authorized dealer shall have to submit relevant ‘valid General Dealership Certificate’ certificate from the manufacturer. (ii) (iv) A valid ISO certification of manufacturer for manufacturing “Transformer Oil Filtration Plant and Transformer Oil Storage Tank” should be submitted with the bid. (iii) In case a dealer is participating in a tender on behalf of one manufacturer, he is not allowed to participate/ quote on behalf of another manufacturer in this tender or in a parallel tender for the same item. All such bids with same make/manufacture will be rejected. Similar Category item means “Transformer Oil Filtration Plant and Transformer Oil Storage Tank”. 4. Self-declaration in this regard is to be submitted by the bidder. Technical Bid should not contain Price information. Price information in technical bid lead to disqualification and cancelation of bid. 6.0 INTEGRITY PACT To improve transparency and fairness in tendering process and/or during execution of work undertaken, the Purchaser is to implement a transparency pact. The Pre-contract Integrity Pact, signed by all the prospective Bidders and the Purchaser shall commit the persons/ officials of both the parties, not to exercise any corrupt / fraudulent / collusive / coercive practices in the tendering process and also during implementation of the contract. Only those Bidders who have entered into Integrity Pact with the Purchaser shall be eligible to participate in the bidding process. Entering into Integrity Pact as per Performa (Annexure-II) provided in the tender is a basic qualifying requirement. Pre-contract Integrity Pact is to be executed on plain paper with NHPC Ltd. at the time of submission of Bids. The successful bidder (Contractor) shall submit duly executed Integrity Pact on Non-Judicial Stamp Paper of appropriate value prior to issue of Supply Order. To oversee the compliance under the Integrity Pact, Shri. Prabhas Singh, ITS (Retd.), Shri Vinod Aggarwal, IAS (Retd.) and Shri Upendra Malik, CES (Retd.) has been appointed as an Independent External Monitor (IEM) by the owner.
