Online electronic bids (e-tenders) under two cover system are invited on behalf of NHPC Limited, Parbati-II HE Project, Nagwain, Distt. Mandi (HP) (A Public Sector Enterprise of the Government of India) from Project Affected Families (PAFs) of Parbati HE Project (Stage-II) and Locals of Kullu/Mandi District through Local Competitive Bidding for the work of “Hiring of  01 No. Innova Crysta GX(7S)/GX(8S) or higher model   for   Parbati H.   1. Eligibility Criteria for Bidders:
2.1         Bids of those Bidders who have not submitted the requisite Cost of bidding document and EMD (as per Instructions to Bidders (ITB) Clause 3.0 & 4.0) shall not be considered for evaluation, except in case of exemption as per Clause No. 3.2 (for cost of bidding document)   & Clause No. 4.1 of ITB. The bidder claiming the exemption as above is required to submit the supporting document as per ITB Cl. No. 3.2 & 4.1 of Tender Documents. Further those Bidders who fail to declare Udyam Registration No. on Central Public Procurement Portal (CPPP) shall not be able to avail the benefits available to MSEs as contained in Public Procurement Policy for MSEs Order,2012 issued by Ministry of Micro, Small & Medium Enterprises for tenders invited electronically through CPPP. Such bidders shall be treated as non-MSE bidders and bids of such Bidders shall be considered only if it is accompanied by Cost of bidding document / EMD (if applicable against tender).

2.2         The bidders must fulfil the following minimum Eligibility/ Qualifying Criteria :-
2.2.1    
(a)  The Bidder should be an individual/firm of persons belonging to the Project Affected Families (PAFs) in relation to land acquired by Parbati HE Project (Stage-II) of NHPC or Locals having the domicile certificate of Kullu/Mandi District. The bidder shall submit notarized copy of supporting document in respect of above issued by appropriate Government Authority.

(c)  Bidder must be an owner of category of vehicle as mentioned below for which he has submitted his bid, registered in his name:

The documentary evidence e.g. Proof of ownership & Photocopy of all documents of the vehicle such as Registration, Insurance and Road Permit etc. as per rules along with duly filled & signed Annexure-XI shall be submitted along with the Bid.
OR
In case Bidder does not own the vehicle, he should submit:
  1. Affidavit on non-judicial stamp paper of Rs. 100/- (in prescribed format i.e. Annexure-XII) that he/she will produce/ deploy the NEW vehicle as mentioned above for which he has submitted their bid along with required documentation duly registered in his own name as per requirement within 30 days from the date of issue of Letter of Award. In case of failure, NHPC shall have the right to take suitable action as forfeiture of EMD and blacklisting of bidder and he will not be allowed to participate in tendering process in future.
 
  1. Proof of financial capacity of as tabulated below, from the banker/ financial Institution, in the form of Saving Bank account /Current Bank account/ NSC/KVP/Bankers Certificate or any other financial instrument either individually or in combination taken together.

They should furnish a Notarized copy of the valid registration certificate/ Entrepreneurs memorandum (EM-II) details/ other relevant documents issued by above board/body in their favour, for the services covered under this tender document  No other bidders shall be considered as MSE.

2.2.5    The bidder must also produce with their Bid – PAN, Goods & Services Tax Identification No. (GSTIN) or declaration cum undertaking in Annexure-XIII (as applicable).
2.2.6    The bidder should submit copies of original documents defining the constitution or legal status, place of registration and principal place of business; written power of attorney of the signatory of the Bid to commit the Bidder. In case of bidder to be an individual, copy of Ration Card/ Voter ID Card/ Character Certificate or Status Certificate etc. issued from local govt. Body/Panchayat shall be submitted in support of individual’s credentials.
2.3       The Bidder should not have been banned/ de-listed/ black listed/ debarred from business or declared ineligible on the grounds mentioned in ITB Cl. No. 13.0(d) or para 6 of Guidelines on Banning of Business Dealings (Annexure-A) to Integrity Pact, ITB Clause 9.0. Self-declaration in this regard is to be submitted as per enclosed Annexure-III.
2.4       To improve transparency and fairness in tendering process and/or during execution of work undertaken, the Employer is implementing Integrity Pact as per Clause No. 9.0 of the ITB. The bidder must submit the Integrity Pact as per Performa (Annexure-II) duly signed as per Clause 9.0 of ITB.
            Pre-contract Integrity Pact is to be executed on plain paper with NHPC Ltd. at the time of submission of Bids. The successful bidder (Contractor) shall submit duly executed Integrity Pact on Non-Judicial Stamp Paper of appropriate value prior to signing of Contract Agreement.

  1. Bids of only those Bidders who are meeting the Eligibility Criteria specified above will be considered for evaluation and award of the Contract. Bidders will submit duly notarized requisite supporting documents and testimonials with their Bids to prove their credentials and claim of meeting the Eligibility Criteria.
     
  1. The bidders whose contracts(s) have been terminated due to poor performance by employer, shall not be allowed to participate in the bidding process for next 5 years w.e.f. the date of notification of termination. A self-declaration in this regard to be submitted along with the bid as per proforma enclosed at Annexure-III of tender document.
Bidder, against whom proceedings for insolvency under the Insolvency and Bankruptcy code 2016, or as amended from time to time, have started, shall not be eligible for bidding. Self-declaration in this regard is to be submitted as per enclosed Proforma (Annexure-XV of Section-I).
  1. Even though the bidders meet the above qualifying criteria, they are subject to be disqualified if they have:

  1. In the event of the specified date for the submission of offline documents being declared a holiday for the Employer, the hard copies of the documents will be received up to the specified time on the next working day. However, the date and time for online submission of the bids shall continue to be the date and time specified above or any amendment for the same.
  2. Online submission of the Bids (incl. attachments) will not be permitted on the portal after expiry of submission time and the Bidders shall not be permitted to submit the same by any other mode. In such case, even if the bidder has submitted the specific documents in hard copy (ies) in original within the stipulated deadline, its bid shall be considered as late and shall not be considered at all any further. Offline documents, if received by the Employer after the deadline for submission of hard copies, then it will be considered as late bid even if the bidder has uploaded the bid online within the deadline. In such a case, the bid uploaded on the portal shall not be considered at all any further.
  3. At any time prior to the deadline for submission of bid, the Employer may amend the Tender Document by issuing corrigendum/addenda/amendment which shall be notified on portal http://eprocure.gov.in/eprocure/app. Therefore, the bidders are advised to visit the site regularly before deadline for submission of bids. Bidder is required to acknowledge the receipt of any such amendment from the CPP Portal. It will be presumed that the amendment has been accepted and the information contained therein has been taken into account by the Bidder in its bid. The bidders are requested to see the web site once again before the due date of tender submission/ opening to ensure that they have not missed any corrigendum/ addendum uploaded against the said tender after downloading the tender document.
The responsibility of downloading the related corrigendum/ addendum, if any, will be that of the downloading firm/prospective bidder.
  1. Bids will be opened as per the schedule at the aforesaid venue. In case the office of Employer happens to be closed or in-advertent condition of non-availability/ non-working of Central Public Procurement (CPP) portal or for any other reason on the date of opening of bid as specified, the bid will be opened on the next working day at the same time and venue.
  2. Tenderer who has downloaded the tender from the NHPC website www.nhpcindia.com or Central Public Procurement Portal (CPPP) website http://eprocure.gov.in/eprocure/app, shall not tamper/modify the tender document including downloaded price bid template in any manner.  In case if the same is found to be tempered/ modified in any manner, tender will be completely rejected and EMD would be forfeited and tenderer is liable to be banned from doing business with NHPC.
  3. The details/ information regarding online tendering i.e. Registration on CPP portal, Preparation of Bid and Submission of bid are available in the tender document and as well as on CPP Portal under “Bidders Manual Kit”.
  4. NHPC reserves the right to reject any or all tenders and shall not be bound to assign any reason for such rejection.
