Minimum Qualifying/ Eligibility criteria:  Eligibility Criteria for Bidders:         (i)  Bids of those Bidders who have not submitted the requisite Cost of bidding document and EMD (as mentioned in GEM Bid Documents) shall not be considered for evaluation, except in case of exemption as per GEM Portal policy.(ii) The bidder either should be owner of the requisite vehicle or shall submit an undertaking that the requisite vehicles would be purchased and deployed by him within the stipulated time. The undertaking shall be submitted as per Attachment II Sl. No. E.    The bidders must fulfil the following minimum Qualifying Criteria: -Qualification Criteria:The bidder should have PAN No., Voter ID card, Latest Income Tax Challan/ return/ Income Tax exemption certificate, GST Registration No./GST Undertaking (As per attachment-IV), EPF Registration No., and ESIC Registration No. (If Applicable), Mediclaim Policy Undertaking (in case ESI is not available). Average annual financial turnover during the last three (03) financial years ending 31st March of previous financial year, should be at least 30% of the Annualized Estimated Cost* i.e at least 2.0 Lakh. Satisfactorily completed in last seven year (ending last day of the month of previous to the one in which applications are invited), as a Prime Contractor at least 80% of Annualized Estimated Cost* for single work of similar nature** or 50% of Annualized Estimated Cost* for each two works of similar nature** or 40% of Annualized Estimated Cost* for each three works of similar nature**.                                                                                       **Similar nature of work is defined as “Providing Services of vehicle on Hire Basis to any Government organization / PSU / Private Company. (In case experience of private organisation, TDS certificate of the organisation is required)”. (In the experience certificate, the work done shall be for a minimum period of one year irrespective of length of contract subject to satisfactory performance certificate issued by the employer for the particular work done) Self attested copies of relevant documents such as ‘Letter of Award’ and ‘Completion Certificate’ mentioning date of completion and final executed amount’ should be submitted by the bidders in this regard. (In case of experience certificates produced by the contractors for having executed works for Private Organizations, TDS Certificates shall also be produced along with experience certificate).”  The bidder must be an individual entity of Project Affected Family (PAFs) of Teesta V Power Station/ Locals from the notified area by the Teesta-V Power Station under the policy for award of the reserved works/services. Preference shall be given to PAF only. Where sufficient valid PAFs are not available then bid from locals shall be considered for evaluation. Bidder shall submit declaration as per Attachment-III and also shall submit valid documents for PAFs/Local as per NIT/ITB Cl. No. 2.2.6.  The bidder shall quote the rate without GST. The bidder shall also submit the proof of GST No in case of GST registered bidder. Non-GST bidder shall submit undertaking in this regard. The bidder should be owner of the requisite vehicles or shall submit an undertaking that the requisite vehicles would be purchased and deployed by him within the stipulated time.The provision regarding Micro and Small enterprises(MSMEs) and start up as updated from time to time shall be applicable as per (IV)(b)(ii) of PAF policy.                           Relaxation w.r.t. Prior Experience & Prior- turnover: All Start-ups (whether MSEs or otherwise), falling within the definition as per Gazette notification- G.S.R. 501(E) dt. 23.05.2017 or as amended from time to time are exempted from meeting the qualification criteria in respect of Prior Experience-Prior Turnover subject to their meeting the quality and technical specifications for which necessary documents shall be submitted by such bidders. However, the Employer reserves the right to deny such exemptions to Start-ups (whether MSEs or otherwise) in case of circumstances like procurement of items related to public safety, health, critical security operations and equipments etc. Declaration in this regard is to be submitted by the Bidder as per Annexure-VIII.Note: The Udyog Aadhar Memorandum shall be valid upto 30.06.2022, thereafter Udyam registration shall be the ONLY valid MSME registration document. All Micro and Small Enterprises (MSEs) are exempted from meeting the qualification criteria in respect of Prior Experience-Prior Turnover in public procurement subject to meeting of quality and technical specifications for which necessary documents shall be submitted by such bidders.Note: The Udyog Aadhar Memorandum shall be valid upto 30.06.2022, thereafter Udyam registration shall be the ONLY valid MSME registration document.  The reference date for considering the period for eligibility / qualification requirements above shall be the last day of the month previous to the one in which tenders are invited.               Documentary evidence to be submitted for Project Affected Families (PAF) and Locals: (i)       To claim the eligibility of Project Affected Families (PAF) and Locals following documentary   evidence/certificates to be submitted by the bidder are as follows:Relevant Document which shall be considered for evaluation only after verification from List of PAF as available in Teesta-V Power Station, NHPC Ltd.Residents of East SikkimResidents of South Sikkim
