Narmada Hydroelectric Development Corporation a subsidiary company of NHPC, registered sales of Rs.177.48 crores and profit of Rs.33.80 crores.

Financial Performance

During the year 2004-05, NHPC has registered a net profit of Rs.684.58 crores against Rs.621.38 crores during the previous year. This is the highest profit earned by the Corporation since its inception.  The sales turnover of the Corporation rose to Rs.1668.27 crores as against Rs.1414.43 crores during the previous year 2003-04.

The profits of the Corporation have shown an increasing trend due to which financial health of the Corporation is very sound.  The Corporation has been rated ‘AAA’, the highest safety rating for investment in domestic market by an internationally reputed credit rating agency viz. ‘Fitch’ ratings.  The ratings assigned to the Corporation have been re-affirmed in the year 2004-05 by these rating agencies.   

The fund requirement for the capacity addition programs for the Xth and XIth five year plan shall be met through budgetary support, internal resources and loans.  The Corporation has tied up line of credit of Rs.2500 crores with LIC of India, at fixed rate interest of 8% with a total tenor of 19 years.  Besides that the Corporation has tied up another line of credit of Rs.6500 crores with LIC of India to finance new projects, the rate of interest has been linked to 13 years Government Security yield plus 100 bp (basis points) with a floor rate of 6.50% p.a. and with a total tenor of 20 years.  The Corporation has set up a Treasury department to raise funds at most competitive rates during the year 2004-05, the department has raised loans of Rs.583 crores domestically from various banks at interest rate of 6.90% per annum with a tenor of 12 years.  

The sales turnover of the Corporation has also been excellent over past few years.  Corporation has been able to liquidate its old outstanding dues of SEBs by way of receipts of bonds/long terms advances amounting to Rs.2785 crores against one time settlement of dues scheme of Government of India.  Recommended a dividend of Rs.140 crores out of which Rs.60 crores has already been paid to Government of India for the financial year 2004-05.  Corporation paid dividend of Rs.120 crores of the Government of India in the financial year 2003-04. 

Power Generation

During the period under review, the operating power stations of the Corporation generated 11286.43 million units against a target of 10800 million units.  During the previous fiscal 2003-04, Corporation generated 11045.52 million units thereby registering an increase of 2.18% during the financial year 2004-05.  The machine availability of operating power stations of NHPC measured as capacity index is 95.28% against the MOU target of 94.50%.  Most of the power stations of NHPC exceeded the generation target.  105 MW Loktak Power Station at Manipur generated 629.67 million units of power against the target of 488 million units.  This is the highest generation achieved by the project since its commissioning.  The 690 MW Salal Power station generated 3443.28 million units of energy against the target of 3150 million units.  The power produced from these power stations is being supplied to various beneficiary States/Union Territory throughout India.

Realisation/Outstanding Dues

During the financial year 2004-05, the Corporation raised a total billing of Rs.1634.74 crores to the various SEBs.  The total realization achieved by the Corporation is Rs.1645.58 crores.  Besides above realization, unscheduled interchanges charges of Rs.48.85 crores and surcharge of Rs.2.65 crores has also been received during the period.  Interest on bonds/long term advances amounting to Rs.293.08 crores has also been received during this year.  The principle outstanding dues (in the securitization period) reduced to Rs.214.83 crores by the end of financial year 2004-05 as compared to Rs.220.25 crores at the end of 2003-04.  The current outstanding dues towards principle amount have been reduced to Rs.73.80 crores as on 31.03.2005 from Rs.147.38 crores as on 31.03.2004, thereby, reduction in outstanding dues in terms of months of average billing from 1.15 crores to 0.54 crores.  Doubtful debts reduced to Rs.76.86 crores from 84.64 crores through settlement and recovery thereby from the concerned beneficiaries.  It is attributed to the profit of the Corporation by Rs.7.78 crores.  As a result of finalization of incentive amount to be paid to the state in previous Tripartite agreement, provision of Rs.93.98 crores kept during the financial year 2003-04 has been withdrawn.  This has also added profit to the Corporation.  

PROJECTS COMMISSIONED

Indira Sagar Power Station – A Joint Venture

 Narmada Hydroelectric Development Corporation Ltd., a joint venture of NHPC and Government of Madhya Pradesh was set up in 2002 for execution of Indira Sagar Power Station (1000 MW) and Omkareshwar Project (520 MW) on river Narmada in Madhya Pradesh.  All the eight units of Indira Sagar Power Station (125 x 8) have been commissioned ahead of schedule.  During the period under review the power station generated 1331.94 million units of energy.  

Dhauliganga Project 

The Corporation has successfully spun Unit III & IV of 280 MW Dhauliganga Project in Uttaranchal.  Unit I & II are ready for spinning.

PROJECTS UNDER CONSTRUCTION
1. 
Dulhasti HE Project (3x130MW) , J&K

  •  77.00 % of HRT lining have been completed.

  • All Electro- Mechanical and Hydro-Mechanical works are completed.

2. Sewa –II HE Project (3x40 MW), J&K

  • Diversion Tunnel completed and Sewa River has been diverted.

  • 72.90% Dam excavation completed.

  • 15.92% of HRT excavation completed.

  • Excavation of Power House almost completed.

  • HM and E&M works awarded.

3.  Teesta-V HE Project (510MW) , Sikkim

  • Main Dam concreting started and about 76750 cum poured during the year.

  • About 88% heading, 46% benching and 1375m lining, out of 17106m of HRT have been completed.

  • Heading Excavation of Faces-0, II VI and I and Benching excavation of Faces-0 and I completed.

  • Machine hall concreting of Unit-I, Generator Barrel concreting of Unit-II & III completed.

  • Assembly of Stator, Rotor, Turbine and Generator of Unit-I has been taken up and in progress.

  • Outfall structure of TRT-II & III completed and in TRT-I, is in progress.

  • Excavation of Intake structures, Branch HRT’S, Desilting Chamber-I and Lower Surge Gallery completed.

  • HM works of Pressure Shafts Liners, TRT’s and Desilting Chambers Gates has been taken up and is in progress.

4. Teesta Low Dam Project Stage-III (132MW), West Bengal

  • 1st Stage Diversion of River Teesta done on 20/12/2004 ahead of schedule.  The work on 2nd Stage Diversion is in active stage.

  • All major civil works started.  Excavation of Power House, Intakes, Water Conductor System and Tail Race Channel is in progress as per schedule.

  • E&M works and HM works packages have been awarded in July ’04 and Feb. ’05 respectively.

5. Parbati HE Project, Stage – II (4 x 200 MW), H.P

  • Coffer Dam completed.

  • Excavation of intake tunnels –I (168m), II (147m) & III (124m) completed.

  • Pilot excavation of Desilting chamber-I, II & III (205m each) completed.

  • Widening of Desilting chamber-III (195m) completed.

  • Excavation of branch HRT-I (132m) completed.

  • Excavation of adit-iv (382m) & adit-v (472m) of HRT completed.

  • Excavation of Penstock-I, II, III & IV (150m each) completed.

  • Top adit to Pressure Shaft valve house (406m) completed.

  • Horizontal portion of Pressure Shaft - bottom left (354m) completed.

6. Subansiri (Lower) H.E. Project, A.P (2000 MW)

  • MOEF accorded final forest clearance on 12.10.2004.

  • Marking of area boundary pillars by forest department of Assam and Arunachal Pradesh is in progress.

  • Both the major civil work contractors have mobilized their men and machinery.

  • Electro-mechanical work package awarded to M/s Alstom on 11th February 2005.

  • 335925 cum of Power House excavation has been completed.

  • 292500 cum of excavation at Inlet structure of Diversion Tunnel has been completed.

  • Infrastructure works are in progress.

  • Permanent Bridge over river Subansiri has been completed.

7.  Kambang Small H.E. Project, A.P (6 MW)

  • About 96% of Earthwork and 99% of Concreting completed. Erection of E&M equipment is in full swings. Works are in advance stage of Commissioning.

8.  Sippi Small H.E. Project, A.P (4 MW)

  • About 94% of Earth work and 54% of Concreting completed. Works are in advanced stage of Commissioning.

JOINT VENTURE PROJECTS  

1. Omkareshwar H.E. Project (8 X 65 MW) M.P

  • 25.32% of Main Dam Concreting and 62.78% of Power House Concreting has been executed.

  • Erection of 1st stage embeded parts of draft tube gates in Unit # 1, 2, 3, 4, 5 & 6 is in progress.

  • Erection of draft tube liner upto unit-4 completed.

2. Purulia Pumped Storage Scheme (900MW), W.B.

  • Supplementary PIB Memo has been circulated by MOP on 11.3.2005

  • All the volume of revised DPR have been prepared but submission is awaited for want of confirmation regarding sharing the cost of project for irrigation from Govt of UP & drinking water from Govt of Delhi.

Kotli Bhel Projects (850 MW), Uttaranchal

  • MOU signed on 22/09/03 between NHPC and Govt. of Uttaranchal for implementation of three Projects.

  • F.R. of all three Projects submitted to CEA for commercial viability and the same have been accorded during the year. 

  • Site clearance Stage-II proposal has been submitted to MOEF on 25/2/05 and approval is expected shortly.   D.P.R. preparation is in active stage.  

Bav Project Stage-I (18 MW), Maharashtra

  • The matter is under process with MOP to close down the Project due to high Generation cost

Bav Project Stage-II (20 MW), Maharashtra

  • PPA has been signed with Govt. of Maharashtra for purchase of entire power generated from the Project.

  • Survey & Investigation and preparation of DPR in under process.

Devade (6 MW), Maharashtra

  • Survey and Investigation works are in progress for submission of Feasibility Report.

Subansiri Middle Project, A.P (1600 MW)

  • Sanction of Stage-II works by CPIB is held up due to decision by Arunachal Pradesh state government regarding declaration of forest area on upstream of Subansiri project as national park.

  • NHPC is pursuing the matter with MOEF

  • DPR is under preparation as advised by MOP.

Subansiri Upper Project, A.P (2000 MW)

  • Sanction of Stage-II works by CPIB is held up due to decision by Arunachal Pradesh state government regarding declaration of forest area on upstream of lower Subansiri project as national park and banning all dam construction activities in it, as recommended by IBWL

  • NHPC is pursuing the matter with MOEF

Siang Lower Project, A.P (1600 MW)

  • MOEF accorded Site clearance Stage-II on 18.08.2004.

Siang Middle Project, A.P (1000 MW)

  • Detailed project report (DPR) submitted to CEA on 19.09.2003 for Techno-Economic clearance.

  • Environment clearance accorded by MOEF on 11.03.2005.

Siang  Upper Project, A.P (11000 MW)

  • Feasibility report is under preparation.

  • Site clearance (Stage-I) has been accorded by MOEF on 29.12.2003 subject to reduction in Dam height to avoid submergence of tuting monastery and Dihang-Dibang biosphere reserve.

Dibang Multipurpose Project , A. P (3000MW)

  •       MOWR has transferred the works of DPR to NHPC.

  •       DPR is under preparation.

CONSULTANCY SERVICES

NHPC has been providing consultancy services in the area of Hydro Power development for generating additional revenue for the Corporation in the form of consultancy business.  The clients to whom the consultancy services are being provided include agencies/organizations both in public and private sector in India and abroad.  

During the financial year 2004-05 new consultancy assignments amounting to Rs.52.42 crores were received which is 477% more than the target for “Excellent” rating which is Rs.11 crores.  The payments received during the period for the various consultancy assignments stood at Rs.25.70 crores.  The total value of consultancy assignments on account of services is more than Rs.211.53 crores and Rs.80.29 crores respectively.  

MAJOR CONTRACTS AWARDED

Finalization of Electro-Mechanical & Hydro-Mechanical Contracts through Global Bidding and award of Contract(s) total amounting to equivalent of Rs.1994 crores.  The details of such contracts are as hereunder:

a.     Electro-Mechanical works of Sewa-II HE Project to M/s BHEL, New Delhi on 23.06.2004 amounting to INR 141.55 Crore.

b.     Electro-Mechanical works of Teesta Low Dam HE Project (Stage-III) to M/s V A Tech Hydro India Pvt. Ltd., Mandideep on 30.07.2004 amounting to EURO 50,02,864 + INR 194,26,66,068 (Eqvt. To INR 222.778 Crores).

c.     Hydro-Mechanical works of Sewa-II HE Project to M/s OM Metals & Minerals Ltd., New Delhi on 23.12.2004 amounting to EURO 4,28,700 + INR 15,95,61,000 (Eqvt. To INR 18.39 Crores).

d.      Hydro-Mechanical works of Teesta Low Dam HE Project (Stage-III) to M/s Consortium of M/s Texmaco Ltd., Kolkata & M/s Alstom Portugal SA, Portugal on 11.02.2005 amounting to EURO 29,54,108 + INR 50,37,94,429 (Eqvt. to INR 67.17 Crores).

e.     Electro-Mechanical works of Subansiri Lower HE Project to M/s Consortium of M/s Alstom Power Hydraulique, France & M/s Alstom Projects India Ltd., New Delhi on 11.02.2005 amounting to EURO 100,014,595 + USD 21,348,568.00 + INR 8,517,166,270 (Eqvt. to INR 1544.1 Crores).  

INFORMATION TECHNOLOGY

NHPC has made major strides in the area of IT & Communication to create state-of-the-art information technology infrastructure within the organization covering more than 40 locations across the country during the period under report.  These include augmentation in the numbers of Desk Top Computers, Servers and installation of Local Area Networks and expanding the Satellite Based Closed User Group Communication Network.  These information infrastructure are being leveraged to deploy applications covering critical business functions such as Project Construction Monitoring, Generation Monitoring and Control, Materials Management, Finance and Accounts, HR, Energy Accounting and Billing and video conferencing.  In addition, initiatives have also been taken during this period to introduce computerization in the niche areas such as Power Plant Maintenance, Inflor Forecasting and for implementation of enterprise wide ERP Solution for the organization.  These initiatives in the area of IT & Communication shall enable the organization achieve higher level of productivity, performance and profitability.

DEVELOPMENT OF GEO-THERMAL PROJECTS

NHPC is an appointed Nodal Agency for Exploitation of Geothermal Energy in the country.  NHPC has already carried out the ranking studies through International Consultant/Contractor viz. M/s GeothermEx, USA and six most promising geothermal field have been identified:-.

1. Tattapani in Chattisgarh  
2. Puga in J&K  
3. Cambay Graben in Gujarat  
4. Minikaran in HP  
5. Surajkund in Jharkhand  
6. Chhumathang in J&K

As a first step, the proposal regarding overall development of Tattapani geothermal fields have been prepared by NHPC & submitted to MNES.  MNES is getting certain survey work done from NGRI and NHPC shall be associated for with further work depending on these survey results.

HUMAN RESOURCE DEVELOPMENT

The Human Resources Development division imparted training to 6692 employees which constituted 49.5% of the work force, against the MOU target (for excellent training) of 45%.  566 Trainee Engineers/Officers and 498 Jr. Engineers/ Supervisors were inducted through 30 concurrent batches of induction/orientation training during the year 2004-05.  The department constantly made efforts to equip the employees with latest skills and competencies to further achieve the objectives of the organization.  

PROJECTS ABROAD

NHPC was assigned the work relating to 1200 MW Tamanthi HE Project in Myanmar for preparation of pre-feasibility report.  The work has since been competed and the report is submitted with MOP.  Agreement for preparation of pre-feasibility report for Tamanthi HE Project was signed on 13.4.2004 between Ministry of External Affairs (MEA) and NHPC Ltd.  As per the agreement, NHPC conducted field survey and investigation at the Project site in association with Myanmar departments.  

The Corporation was also entrusted the work to explore the feasibility of setting up a small hydro power project in Uzbekistan and Tajikistan .  The officers from NHPC visited these places and have submitted their recommendations to MEA and MOP, Government of India and has recommended that the above said projects can be considered for development under co-operation between India and Uzbekistan .
