01. The tenders who download the tender document from the internet site www.nhpcindia.com would have to pay the cost of tender documents online and submit its receipt.
02. Tender documents consisting of qualification information and eligibility criterion of Tenderers, plan-s, specifications, drawings, the bill of quantities of work to be done and the set of terms & conditions of contract to be complied with by the Contractor can be seen in the office of the Manager (P&C), Tanakpur Power Station Banbassa, NHPC Ltd during office hours of 04 P.M. on any working day before tender submission date. The Tender documents, of above works will be issued in the office of undersigned as per dates mentioned above during office working hours i.e. 10:00 AM to 4:00 PM against payment of Rs. 500/= + 13.5 % VAT = Rs. 568.00 by hand (non refundable) by Post Rs. 668/- (non refundable) in the shape of Demand Draft from State Bank of India in favour of “NHPC Ltd., Tanakpur Power Station” payable at S.B.I. Banbassa (Code- 8489). Tender cost is non-refundable.
03. The Bidders who wish to apply for Tender for the subject package shall satisfactorily establish to meet the following Qualification Criteria.
To qualify for award of the Contract, each bidder should have in the last five years:
a) Achieved in any one year a minimum financial turnover of at least two and half time the amount equal to the annualized estimated cost of works for which bid has been invited. The turnover will be indexed at the rate of 8 percent for a vear. (Annualised estimated cost of work = Estimated cost of work /Construction period in years).
b) Satisfactorily completed, as prime Contractor, at least one similar work equal in value to 80% of the estimated cost of work or two works equal in value to 50% of estimated cost of works or three works equal in value to 40% of the estimated cost of work for which the bid is invited, or such higher amount as may be specified in the Tender Document.
A) Each bidder must produce:
(i) The current income- tax challan, PAN No. and EPF registration No:
(II) A declaration that the information furnished with the bid documents is correct in all respects; and
(iii) Such other certificates as defined in the ITB, Failure to produce the certificates shall make the bid non-responsive.
B) Each bidder must demonstrate:
(i) Availability for construction work, either owned, or on lease or on hire, of the key equipment stated in the schedule L;
(ii) Availability for construction work of technical personnel as stated in the schedule L;
(iii) Availability of credit facilities, net of other contractual commitments and exclusive of any advance payments which may be made under the contract.
C) To qualify for a package of contract made up of this and other contracts for which bide are invited in the Notice Inviting Tender, the bidder must demonstrate having experience and resources sufficient to meet the aggregate of the qualifying criteria for the individual contracts.
D) Sub- Contractors’ experience and resources shall not be taken into account in determining the bidder’s compliance with the qualifying criteria.
04. The tender for the work shall remain open for acceptance for a period of 120 (one hundred twenty) days from the date of opening of tenders. If any bidder/ tenderer withdraws his bid/tender before the said period of makes any shall stand forfeited.
05. Tenders will be received in the office of undersigned on dates mentioned above upto 3.00 PM and opened on 24.08.2010 at 3.30 PM in the presence of bidders or their representative, who choose to be present.
06. The Tender received by post after the stipulated date and time shall not be considered. Corporation shall not be responsible for any postal delay.
07. The EMD of for 4,000/- (Rupee Four Thousand only) in shape of Demand Draft from State Bank of India having validity not less than three months only must accompany the tender in favour of “NHPC Ltd., Tanakpur Power Station” payable at S.B.I. Banbassa (Code No. 8489) and shall be submitted in separate envelope. Tender not accompanied with requisite amount of EMD are liable to be rejected as non responsive.
08. Conditional tender will be considered as non-responsive.
09. Request for issue of Tender document must be accompanied with following documentary evidence, without which Tender shall not be issued:-
a) Copy of valid registration certificate of appropriate class, Income Tax return of previous year along with PAN.
b) Copy of proof of EPF code allotment – issued by Regional Provident Fund Commissioner & S.T./VAT/TIN issued by Sales Tax Authority.
c) experience in works of a similar nature and size of the last five years, and details of works in progress or contractually committed with certificates from the concerned officer of the rank of Executive Engineer or equivalent;
d) If tender opening day happens to be holiday, the next working day will be treated as tender opening/submission day.
e) The date of preparation of Banker’s cheque or DD of Tender Fee & EMD shall be after the date of issue of NIT.
10. Tenders are to be submitted in two sealed envelopes (Envelope 1& 2) contained in a larger envelope, clearly super scribing the NIT No & Description of work on the envelope. Envelope No 1 shall contain EMD & Technical bid and envelope No.-2 shall contain only price bid.
11. Intending bidders fulfilling the eligibility criteria can download the tender document from our website http://www.nhpcindia.com and quote their bid directly. Cost of tender document/receipt of tender fee, E.M.D. & technical bid along with required proof of fulfilling the eligibility criteria shall be submitted in the envelope No.1.Enevelop No 2 (Price bid) of these bids shall be opened who qualify the eligibility criteria.
f) EPF certificate along with PF code issued by the regional PF commissioner should be submitted and comply the all statutory requirements as per latest circular of labour laws including EPF & MP Act, 1952 and contractor labour (Regulations & Abolition) act 1970. The contractor shall submit the bills along with necessary details such as name, age, address, pay details, copy of attendance register, proof of PF deductions in respect of each contractor employee and copy of statutory return i.e. F-6A / F-3A (as applicable).
g) Tender document not stamped & signed on each page by the bidder shall be considered as non responsive & price bid of these bidders will not be opened on the date and time of tender opening.
12. Under Labour Law’s Insurance of labours should be done before execution of work.
13. The Corporation/Project shall have the right to reject any or all the tenders and will not be bound to accept the lowest tender or give any reason for such decision.
