2. The tender documents can be obtained from the office of the Dy. Manager (P&C), NHPC Ltd., TLDP-III, Administrative Building,Sector-C,Rambi Bazar,PO-Reang,Dist. Darjeeling (WB) during office hours between 10.00AM to 5.00PM on the date stipulated above on payment of tender fee as mentioned above. The tender document can be issued on the application accompanied by PAN Card / Copy of acknowledgement receipt of return file for last financial year, EPF code issued by RPFC and documentary proof of credentials. To qualify for award of contract, each bidder should, (a) proof of average annual financial turnover during last 3 years ending 31st March of the previous financial year should be at least 30% of the estimated cost (b) Satisfactory completed as main contractor in last five years, at least one similar work equal in value to 60% of the estimated cost of work or two works equal in value to 40% of estimated cost of work or three works equal in value to 30% of the estimated cost of work for which the bid is invited, or such higher amount as may be specified in the Schedule. The contractor should also have all other statutory clearance certificate(s), which are required for undertaking the above work. The tender document requested by mail shall be dispatched by the registered post/ speed post on payment of an additional amount of postage charges Rs. 200/- (Two hundred Rupees only). Tender cost, Earnest money and postal charges shall be in the shape of DD/Bankers cheque (in case of local bank at Siliguri only) drawn in favour of NHPC Ltd., payable at SBI, Hill Cart Road, Siliguri (SBI Code-0184) and issued by Nationalized Bank/Scheduled Bank. Tender cost is non refundable.

3. Sub Contractor experience and resources shall not be taken into account in determining the bidder compliance with the qualifying criteria.

4. Receipt of applications for issue of tender document by post will be stopped from 16:00 hrs seven days before the date fixed for opening of tenders. Sale of tender forms on the counter will be stopped three days before the date fixed for opening of tenders.

5. Unless exempted Earnest Money amount as mentioned above must be submitted with the tender. Tenders not accompanied with the earnest money shall be liable for rejection. Small Scale Units (S.S.Us), registered either with NHPC or with National Small Industries Corporation Ltd., (N.S.I.C) under the “single Point Registration Scheme” for relevant stores are exempted from furnishing of EMD. Except as stated above, wherever submission of EMD along with a bid has been stipulated in the bid document, waiver/relaxation thereof shall not be accorded, under any circumstances.

6. The tender shall be in two-envelope system. The 1st envelope will contain technical bid and Earnest Money Deposit, 2nd envelope will contain price bid. The two envelopes will be kept in 3rd envelope. The envelope containing tender must be superscripted “Providing Water Supply at Upper Kamjor Basti by TLDP-III,Rambi .” In addition envelope of technical bid and price bid should also superscripted “Technical Bid & EMD” and “Price Bid” respectively with the name of work. Tender complete in all respect and duly sealed shall be received and opened on the date and time mentioned above in the presence of the intended tenders who would like present or depute their authorized representative. The 1st envelope containing Technical Bid and Earnest Money Deposit will be opened first for scrutiny and after that the 2nd envelope containing price bid of only those firms shall be opened whose technical bids shall be found to be suitable. If the due date of receipt and opening of tender as mentioned above be as holiday (s)/strike/bandh, the tender shall be received and opened on the next working day at the same time and same place. Tender received after due date and time shall not be entertained.

7. The Tenderers who download the tender documents from the internet site http\\ www.nhpcindia.com would have to pay the cost of tender documents online and submit its receipt along with their bid.

8. The tender for the work shall remain open for acceptance for a period of one hundred twenty days from the date of opening of tenders. If any bidder/ tenderer withdraws his bid/ tender before the said period or makes any modifications in the terms and conditions of the bid, the said earnest money shall stand forfeited.

9. The Corporation shall not be responsible for any delay/damage/non receipt of tender sent by post/courier

10. The Corporation reserves the right (i) to reject any or all tender (ii) to accept any tender wholly or partially (iii) to cancel the NIT or contract without assigning any notice and reason (iv) to postpone or extend the date of receipt/opening of tender and validity of offer (v) to increase or decrease the contract period (vi) to not be bound to accept any tender (vii) to modify the qualifying requirements.
