Notice Inviting Tender (Open)

 

         Sealed quotations are invited from reputed manufacturer/suppliers for supply of items on as per enclosed Annexure I, II,III & IV on the following terms and conditions for Teesta -V Power Station, Balutar, and P.O: Singtam, East Sikkim. (About 100 KM from Siliguri). This NIT is also available on our website www.nhpcindia.com  and tender form can be downloaded from the website through online payment of Rs.500.00 (Rupees Five Hundred only).

1.             Prices:

a.       Prices quoted should be firm & final.

b.       The tenderer will not be allowed to revise the price/prices at his own instance after opening of tender.

c.       Prices should be F.O.R. at Central Store, Balutar, P.O. Singtam, East Sikkim. This is most essential.

d.       DGS & D rate if applicable should be quoted.

e.       The rate quoted should be as per current price list and maximum discount applicable to Govt. Deptt./Public sector undertaking.

2.             Taxes & Duties: The sales tax & other taxes if payable should be shown separately. Being a Govt. of India Enterprise, Form ‘C’ shall be issued against C.S.T. payment as per applicability.

3.             Environment Cess: Environment Cess @ 1% of the sale value will be deducted and deposited with IT &CT Department, Sikkim.

4.             Payment: 100% payment shall be released within 30 days after receipt of material in full and in good condition in our Central Store at Balutar, P.O. Singtam, East Sikkim. Bank charges shall be borne by the firm / supplier.

5.             Paying Authority:. Sr. Manager (Fin.), Teesta V Power Station, Balutar, Singtam, East Sikkim, PIN- 737134.

6.             Delivery Period: Material shall be delivered within 45 days of issue of supply order at Central Store, Balutar, P.O. Singtam, East Sikkim

7.             Consignee:  Dy. Manager (Stores), Teesta V Power Station, Balutar, P.O. Singtam, East Sikkim.

8.             Delay in Delivery: If the supplier fails to supply the goods within the delivery period as specified above, the Supplier shall be liable to pay L.D. @ ½% (Half percent) of the purchase cost of undelivered portion per week or part thereof for the period of delay subject to maximum 5% of the value of the supply order as penalty.

9.             Validity: The rates shall be valid for at least 120 days from the date of opening of tender.

10.         Inspection: The material shall be inspected by the authorized representative of Manager (Elect.), at your premises prior to dispatch. The supplier shall immediately take back the rejected material if any and replace the same as per specification given in the supply order free of cost.

11.         Earnest Money Deposit: Only Small Scale Units registered with the National Small Industries Corporation (NSIC) under their Single Point Registration Scheme for the stores/works are exempted from furnishing the Bid Security deposit. Otherwise, EMD amounting to Rs. 6000/- (Rupees Six Thousand Only) value must accompany with the tender in the form of Demand Draft in favour of '' NHPC LTD '' payable at SBI, Singtam, East Sikkim. Bids received unaccompanied by either an acceptable Bid Security or by attested Photostat copy of valid registration certificate issued by the NSIC, shall be rejected as being non-responsive and the unopened Price Bid shall be returned to the bidders.

12.         Guaranty/Warranty: Materials supplied shall be guaranteed /warranted for a period of at least one year from the date of receipt of the material or as per manufacturer’s norms.

13.         Technical literature: Technical literature, ISI product ranges booklets and other technical reports related to the offer should be enclosed with the tender.

14.         The supplier/dealer should quote the prices along with the make of the materials.

15.         Transit Insurance: Material should be insured with our open transit Insurance Policy No. 512302/21/09/00000007 with M/s. New India Assurance Co Ltd., M.G Marg, Gangtok, Photocopies of Invoice and dispatch instructions should invariably be sent to the Insurance Co. (through Phone/Fax No: 03592 203013/202802 or, through email nia512302@yahoo.co.in).

16.         Micro, Small, Medium Enterprise Act 2006: A Performa of confirmation should be submitted along with the tender as per Annexure-III as enclosed regarding the enlistment as per MSMED Act’2006.

17.         Bidders are advised to accept all the conditions specified in the Bid document, to facilitate early finalisation of bids. Deviations, if any, from the terms and conditions or Technical specifications shall be listed only in the relevant schedule in the bid document i.e Annexure-II. Except the deviations mentioned in Annexure-II in respect of technical and/or commercial terms, it will be presumed that all the terms & conditions of subject NIT are accepted by the bidder. It is advisable not to attach separate set of commercial conditions (such as bidders standard printed conditions) with the offer.

18.         Supplier/Contractor are instructed to comply with all applicable mandatory legal requirements in supplying of goods/providing services to Teesta V Power Station, NHPC Ltd, Singtam relating to environment and occupational health and safety

19.         The Corporation shall not be responsible for delay, loss or non-receipt of tender after sent by post. Tender received late due to any reason whatsoever shall not be considered. Telegraphic offers shall not be accepted.

20.         If the due date of receipt / opening as mentioned happens to be a holiday, the tenders shall be received and opened at same time as specified but on the next working day.

21.         Corporation reserves the right to postpone/ extend the date of receipt / opening or reject / accept or partly accept any offer or to cancel the NIT without assigning any reason for such decision. Quantity may be reduced / increased at the time of placing the supply order as per our requirement. In any case the tenderer shall not be entitled to any compensation in any form from the corporation.

22.         Tender sale and Cost of Tender: The tender documents shall be available for sale on all working days upto 05:00 PM in the Office of the Manager (P&C), Teesta-V Power Station, Balutar, Sikkim during the period from 25.04.10 to 26.05.10. Application for tender documents shall be accompanied with Rs.500/- (Rupees Five Hundred only) towards cost of tender documents in the shape of demand draft/bankers cheque from a nationalized /scheduled bank in favour of NHPC Ltd payable at Singtam, Sikkim. The cost of tender document will not be refunded under any circumstances. However, in case of downloaded tender documents, print out of receipt of online payment must be kept for submission along with technical bid.  

23.         Tender shall be submitted in two envelopes. First sealed envelope shall contain EMD and deviation of commercial terms, if any in Annexure-II, along with technical specification of the product offered. For bidding documents if downloaded from the website, the receipt for the online payment, towards cost of the bidding documents placed in separate cover, marked “receipt for online payment towards cost of bidding document downloaded from the internet” and the envelope shall be placed in the first sealed envelope. This envelope shall be super scribed as “EMD & Technical specification”. Second sealed envelope shall contain the commercial price bid only. Any condition found in this envelope shall not be considered. This envelope shall be super scribed with words “Price Bid”. Price bid of those bidders who meet the requirement of first envelope shall only be opened. These two sealed envelopes shall be submitted in the third sealed envelope super scribing “Tender for Purchase of “Dew Point Meter” along with NIT number, its opening date and details of EMD enclosed. The tenders not furnishing above details on the third envelope shall not be opened and shall be returned to the respective bidder as received. Tender in sealed envelope should reach in the office of Manager (Proc), Teesta -V Power Station, NHPC Ltd., Balutar, PO-Singtam, East Sikkim, Pin: 737134 latest by 29/05/2010 at 4.00 PM and it will be opened on same day at 04.30 P.M.
