In pursuant to clause 6 (i) (d) of the NHPC Disposal Policy, old & used vehicles of ChameraPower Station Stage-II, Karian,Distt.Chamba as per Annexure-I are offered for sale exclusively to NHPC employees only including retired/Voluntarily retired on the following terms & conditions.

1. Sealed quotations shall be accompanied by account payee Bank Draft towards earnest money deposit (EMD) equal to 5% of the reserve price nearest to next thousand of rupees. The Bank Draft should be drawn in favour of “NHPC Ltd.” payable at SBI Chamba code 0624. EMD in the form of CDR/Cheque or in any other form will not be accepted. Corporation shall be free to reject tenders/quotations, which are not accompanied by requisite EMD. No interest shall be paid on the EMD. EMD, photocopy of PAN Card and detailed terms & conditions of tender documents duly signed on each page shall be submitted into one envelop No.1 and super scribed price bid into another envelop, super scribed as Envelop No. 2. Both the envelops should be submitted into one big envelop addressed to the Manager (M&S), Mech & Stores Division clearly writing “NIT No.” over it. Envelope in open condition shall not be accepted. The employees should quote rates strictly as per Annexure-I (enclosed). In case of retired/vol. retired employees, a photocopy of retirement certificate/proof of retirement from NHPC shall be submitted along with quotation.

2. The bid value shall be without taxes and duties. The tax duties etc. shall be charged extra from the successful bidders as applicable at the time of disposal.

3. The amount of earnest money deposit (EMD) of the successful bidder shall be adjusted against the sale price and balance amount of the sale price including taxes, duties, levies and other charges applicable, if any, at the time of disposal shall be deposited by the purchaser in full and in one lot, within 30 days from the date of issue of letter of award. The payment shall be made by ‘Account Payee’ Bank Draft in favour of ‘NHPC Ltd.’ payable at SBI Chamba code No.0626 only. Adjustment of any amount of any previous contracts or previous EMD or previous bid amount shall not be allowed.

4. The Vehicles offered for sale are on “As is where is” basis, which can be inspected at Chamera Power Station-II Site i.e. Central store, Karian by the bidders on all working days from 10.00AM to 5.00PM.

5. All weighments, accounting & loading of vehicles will be done by the successful bidder at his own cost. Dismantling, packing, loading and forwarding charges, internal freight, insurance etc. will have to be borne by the successful bidders. The successful bidder shall make his own arrangement for lifting the vehicles at his own cost, which shall be done in presence of our authorized representative.

6 . The vehicles will be sold/registered in the name of successful bidders and it will not be allowed to transfer/sell the vehicles to anybody for a period of one year from the date of sale.

7. The tender/quotation shall remain valid for a period of 120 days from the date of opening of the same.

8. Failure to adhere to any of the conditions prescribed in the tender will disqualify the bidder.

9. The successful bidder should take delivery of all the vehicles purchased within 60 days from the date of issue of letter of award on production of proof of payment, failing which storage charges/ground rent shall be levied in addition to the purchase price @ 2.0% of the sale price per month after 60 days. If the purchaser, after making payment in full, does not take delivery of all the purchased vehicles in full within 60 days from the date of issue of letter of award then storage charges/ground rent in respect of unlifted vehicles shall be levied @ 2.0% sale price per month in respect of such unlifted vehicles after 60 days.

10. The bidders will quote the rates against each vehicle & will have freedom to quote only for a particular vehicle out of the vehicles available for disposal. The vehicles shall be sold to the highest bidder, items-wise, subject to the condition that the bid value should be more than their respective reserve price.

11. The bidders will quote the rates both in figures as well as words. If any difference found between rates quoted in words & figures, then the rate in words shall be considered for evaluation.

12. In case the full payment is not made within 30 days from the date of letter of award, the earnest money deposited by the successful bidder shall be forfeited by the competent authority without prejudice to the other contractual obligations.

13. The Corporation reserves the right to reject any or all the tenders/quotations without assigning any reason, whatsoever. The Corporation also reserves the right to issue more than one letter of award to cover some or all the items available for disposal.

14. The Corporation reserves itself the right of withdrawal from sale of any vehicle before actual lifting of it without assigning any reason thereof. The successful bidder, in such event shall have no claim except refund of the purchase price, including storage charges, if any, deposited by him.

15. Sealed Quotations completed in all respect shall be received in the office of the undersigned by hand/registered/speed post upto 04.08.2010 at 3.00 PM, which shall be opened on the same day at 3.30 PM in the presence of the bidders or their authorized representatives, who wish to be present. Envelop No. 1 shall be opened in the first instance on the tender opening date and thereafter Envelop No. 2 of only those bidders shall be opened, who fulfill the requirement laid down under Envelop No. 1. Quotations should be submitted on the attached Performa only. The quotation submitted in any other form is liable to be rejected. The Corporation will not be responsible for any postal delay

In case of holiday on due date, next working day would be the due date for receiving and opening of quotations.

16. The detail of NIQ & tender documents can be down loaded from NHPC Webside at http://nhpc India.com or can be obtained from the office of Manager(M) M&S Complex,CPS-II w.e.f. 13.07.2010 to 03-08-2010 on working day.
