Notice Inviting Tender
Sub.:- Disposal of old and used GYPSY of Subansiri Middle Project.
In pursuance of caluse 6(i) (d) of NHPC disposal policy (section –I , Important instruction for Disposal , Para No.33) , the GYPSY is offered for sale exclusively for NHPC employees (including retired/voluntarily retired), on “AS IS WHERE IS” basis on the following terms and conditions.

TERMS AND CONDITIONS:-
- The vehicle will be registered in the name of successful bidder and will not be allowed to be
Transferred / sold for a period of one year. The Employee has to give a declaration to that
effect after the LOA.
- Sealed tender shall be in two –envelope system.
Envelop No.1(Technical Bid ) shall contain following documents.
(i) A/C payee bank draft towards earnest money amounting to Rs.2800/- drawn in
favour of NHPC Limited payable at SBI , Hapoli (Ziro)(Bank Code 1396)
(ii) Self attested photocopy of Identity card / NHPC Medical Card (REHS Card)/ a
Photocopy of retirement certificate/ proof of retirement /VRS shall be enclosed with the offer sheet.
(iii) Photocopy of PAN issued under the Income Tax Act/rules (incase of PAN is not
Applicable and not available; Form 60 of Income Tax Rules may be enclosed).
(iv) Acceptance of Terms and Conditions of NHPC & NIT.
(v) Incase tender form is downloaded from website, cost of tender document of Rs.300/- in
the form of Demand Draft drawn in favour of NHPC Ltd. Payable at Ziro shall also
be enclosed.
Envelop No.2(Price Bid ) shall comprise of price bid only in the prescribed format.
- No tender shall be considered without EMD . It should be clearly mentioned on the envelope No.1, that “the EMD is enclosed”. The EMD will be returned to the unsuccessful bidder after finalization of the tender, through A/C payee bank draft. EMD will be adjustable against the sale price and the balance amount of the sale price including taxes, duties etc. shall be deposited by the successful bidder. No interest shall be paid on EMD. EMD in the form of cheque or in any form (other than DD/BC) will not be entertained.
- Bidders who do not meet the eligibility criteria for technical bid need not apply. The EMD of such bidders may be liable to be forfeited.
- Sealed tender completed in all respect along with EMD shall be received in the office of the undersigned by 18.02.2009 upto 11A.M hours. The tender will be opened on the same day at 12:00 hours in the presence of interested bidder, who wish to remain present.
- Bid value shall be without Sales Tax & other duties etc. which shall be charged extra from the successful bidder as applicable at the time of disposal / physical lifting of the vehicle. Any type of concessional form is not acceptable.
- Insurance and Road Tax for the unexpired period as on the date of Letter of Award shall be recovered from the successful bidder. All charges regarding changing of vehicles registration, transportation etc. shall be borne by the successful bidder.
- The tender is exclusively for NHPC employees only (including Retired/Voluntarily retired). Outsiders and relatives & dependent family members of NHPC employee(s) shall not be allowed to participate in the tender. The tender opening shall be done only in the presence of interested bidding NHPC employee(s) who wish to remain present.
- The Corporation shall not be responsible for any postal delay. In case of Holiday on due date, next working day would be the due date for receiving tender and opening of tender. The vehicle, log book/history book etc .,can be inspected at the office complex of NHPC Limited, Subansiri Middle Project, Old Ziro on all working days during office hours.
- Tender shall be filled only in the enclosed offer sheet, duly completed and signed by the biding employee, indicating Employee Number etc. Cutting and overwriting should be avoided/ duly signed.
- The tender shall remain valid for a period of 120 days from the date of opening of the same.
- Failure to adhere to any of the conditions of prescribed tender will disqualify the tender.
- In case the full payment is not made within 30 days from the issue of letter of Award, the EMD deposited by the successful bidder shall be forfeited by the Corporation without prejudice to the other right and remedies available under the control.
- Sales Tax and other duties/ levies: In case any further demand is raised regarding sales tax and duties/ levies by taxing authority in future in respect of sale of Tata Sumo, the same shall be paid by the successful bidder to the tax department and if liability comes to the corporation, the same shall be made good by the successful bidder. The successful bidder shall furnish an undertaking in the shape of affidavit at the time of depositing sales tax and other duties/ levies that any claim whatsoever imposed on the NHPC towards sales tax and other duties/levies shall be indemnified /paid by the successful bidder to the NHPC or the taxation department directly as the case may be.
- The successful bidder should take delivery of the vehicle within 30 days from the date of issue of letter of award, on production of proof of payment. Failing which, storage charges/ground rent shall be levied in addition to the purchase price @ 2% of the sale price per month or part thereof after 30 days and also for risk & damages thereto.
- The Corporation reserves the right to reject any or all tenders at any point during the tender procedure, without assigning any reason thereof. The successful bidder, in such event, shall have no claim except refund of the amount deposited by him towards the tender in any form without any interest.
