FOREWORD

The recent thrust and focused attention of the Govt. of India towards faster development of hydropower so as to meet the growing demand has put greater responsibilities on all those associated with hydro sector in the country. NHPC being the single largest Central sector Govt. agency in the field of hydropower development has a pivotal role to play in the changing scenario. The Corporation has witnessed a tremendous growth during the last few years and is likely to be a 10000 MW plus company by the year 2012. With many new projects coming in execution stage, there is a growing need for improvising our executing strategies and reducing the response time at all levels to ensure timely completion of projects and efficient operation of Power Stations. Keeping in view the above, the existing Delegation of Powers effective from July’2004 has been revised. 

Appropriate Delegation of Powers and its effective use is crucial for prompt decision making. Needless to mention, while using the delegated powers, financial propriety is also to be always kept in mind. Further, as a part of internal control, a new chapter containing guidelines for cases not requiring financial concurrence has also been added. 

Authority and accountability go hand in hand with any delegation and hence its judicious use is another area of paramount importance. The delegated powers should be used in compliance with legal and statutory requirements besides ensuring operational efficiency. Various manuals such as Accounts Manual, Procurement Manual etc. providing policies, procedures and guidelines should be referred to as supportive documents to facilitate operation of DOP.  

I am sure that revised DOP will further speed up the decision making process so as to achieve the desired objectives of the Corporation.  

The revised Delegation of powers will come into effect from 21st August, 2006.
